[이슈밸리=윤대우 기자] 중국 화웨이가 한국에 5G 장비 공급을 논의하고 있다고 밝힌 것과 관련 SK텔레콤과 KT LG유플러스 등은 일단 ‘시기상조’라고 부인했습니다.

화웨이는 지난 19일(현지시각) 중국 상하이 한 호텔에서 기자간담회를 갖고 국내 이동통신 3사와 5G 이동통신 단독규격(SA) 장비 공급에 대해 논의 중이라고 밝혔습니다.

멍샤오윈 한국화웨이 최고경영자(CEO)는 “한국의 3대 통신사 모두 화웨이 제품에 대해 내부적인 평가와 테스트를 상세하게 진행했기 때문에 화웨이의 기술을 잘 알고 있을 것”이라며 “화웨이는 기술적으로 뛰어나고 인정받고 있기 때문에 (납품 문제를) 당연히 논의하고 있다”고 말했죠.

단독규격(SA) 장비란, 말그대로 5G만을 위한 이동통신 중계기, 기지국을 말합니다. 5G 가입자가 늘어날수록 전국에 단독규격 장비가 늘어날 전망입니다. 현재는 5G 상용화 초기라, 4G LTE와 5G를 공유하는 NSA(복합규격)이 널리 사용되고 있죠.

그런데 중국 화웨이가 이러한 한국의 5G 단독규격(SA) 장비 시장 공략을 위해 국내 이통3사와 논의를 했다는 것입니다.

이와 관련 국내 이통3사들은 일단 “아니라”고 부인했습니다.

이통사 한 관계자는 "이통사가 장비 제조사와 기술 협의를 하는 것은 일상적으로 진행하는 것으로, 5G SA 개발 관련해서도 모든 장비 제조사와 다양한 기술 협의를 위한 논의의 장을 열어놓고 있다"며 "그러나 실제 장비 도입 관련해서는 결정된 바가 없다"고 말했다.

다른 이통사 관계자도 "단독규격(SA) 전환 일정도 정해진 것이 없는 상황"이라며 "화웨이가 너무 일찍 이야기를 꺼낸 것 같다"고 말했죠.

이미 화웨이 장비를 사용하고 있는 LG유플러스도 "5G SA 장비 도입은 현재 논의 대상이 아니라 SA 장비에 대한 스터디로 보면 될 것 같다"고 밝혔습니다.

이들의 말을 종합하면, 아직은 시기상조이고 정해진 바는 없다고 말하고 있습니다. 하지만 그렇다고 무조건 화웨이 장비는 사용하지 않겠다고 딱 부러지게 말한 국내 이통사는 없었죠. 즉 사용가능성도 있다는 여지를 남긴 셈 입니다. 

이러한 이유는 화웨이의 막강한 자금력 때문이죠. 앞서 화웨이는 기자회견에서 한해 약 12조원의 반도체 장비를 한국에서 구입하고 있다고 밝혔습니다. 실제로 화웨이는 삼성전자와 SK하이닉스로부터 반도체를 구입하고 있고 반도체는 우리나라 ICT(정보통신기술) 수출액중 압도적 1위 수출품목이며 특히 중국시장은 삼성전자와 SK하이닉스에는 큰 시장입니다.

특히 국내 이통사 점유율 1위를 차지하고 있는 SK텔레콤의 경우 SK그룹을 먹여살리고 있는 SK하이닉스와 화웨이가 긴밀한 관계인지라 막무가내로 화웨이 장비를 사용할 수 없다고 할 상황은 아닌 셈이죠.

화웨이 장비는 기술력도 좋지만 노키아, 에릭슨 등 타사 장비에 비해 30%가량 저렴하다는 장점이 있습니다. 문제는 이른바 '백도어'라는 통신 내역의 해외 유출 우려가 불식되지 않고 있다는 점이죠. 백도어는 인증 없이 컴퓨터 시스템에 접근할 수 있도록 한 장치를 말합니다. 감청 등을 목적으로 설계자가 고의로 시스템 보안을 뚫는 것이죠. 화웨이는 ‘백도어’는 절대 없다고 강하게 반박하고 있지만 이러한 말이 먹히고 있지는 않습니다.

미국, 영국, 호주, 일본이 잇따라 화웨이와 ZTE 같은 중국산 통신장비를 쓰지 않겠다고 선언한 것도 나름 타당한 근거와 이유가 있으니까 그러지 않을까 생각합니다.
미국 정부는 화웨이 장비 쓰지 말라고 대놓고 압력을 하고 있습니다. 지난 6월 해리 해리스 주한 미국대사는 사이버 보안과 동맹의 중요성을 강조하며 사실상 화웨이 제재 동참을 촉구했죠.

반면, 중국은 삼성, SK하이닉스를 포함한 글로벌 IT기업들을 불러 대중 압박에 협조하면 '엄청난 결과'가 올 것이라며 경고를 한 상황입니다. 
우리 기업들은 미국 정부의 눈치도 봐야하고 중국의 압력도 버텨야하는 사면초가 위기에 빠진 상황입니다. 

하지만, 실리냐 국가 안보냐의 저울질에서 우리 국민이 원하는 것은 국가 안보인 것은 분명한 것 같습니다. 만약, 국내 이통3사가 경제적 실익을 위해 화웨이 5G 장비를 사용하면 국내 소비자들이 외면할 공산이 지금으로선 커보입니다. 

우리 국민 정서상으로 화웨이 장비 사용을 반대하는 목소리가 높습니다. 이날 관련 기사 포털 댓글에는 거의 대부분 ‘5G 화웨이 장비 도입’을 반대하는 의견이 많았습니다.

“화웨이 장비도입하면 5G로 절대 안간다” “SK텔레콤 화웨이 쓰면 통신사 바꾼다”
“국민들은 5G 성급한 도입 원치 않는다. 괜히 중국것 들이지 말고 우리 기술로 좀 하자”
“화웨이 쓰는 유플러스 불매한다” “우리나라 기술로 5G 실현할때까지 아무것도 하지 않길”이란 댓글이 주를 이뤘습니다.

즉, 화웨이와 이통3사 협력과 상관없이 국내 소비자들은 화웨이 5G 장비를 우려하고 있는 것은 현실이며, 이번 일본 수출규제로 인해 반도체 소재 국산화에 노력하듯이 5G 장비 역시 우리 기술로 이용하자는 의견이 많습니다. 

가깝고도 먼 이웃인 일본과 중국 IT부품 소재 믿지 말고 좀 개발이 늦고 더뎌도 우리나라 기업들 제품을 이용하자는 것이 지금 2019년 현재 대한민국 국민의 보편적 정서 같습니다.


Regarding Huawei's announcement that it is discussing supplying 5G equipment to South Korea, SK Telecom, KT, and LG Uplus denied that it is a good time.

Huawei held a press conference at a hotel in Shanghai on the 19th (local time) and announced that it is discussing with South Korea's three mobile carriers about supplying equipment for 5G network.

"Korea's three major telecommunication companies are probably familiar with Huawei's technology because they conducted internal assessments and tests on Huawei's products," said CEO Meng Xiaowin of Korea Huawei. "We are discussing the delivery issue because Huawei is technically outstanding and recognized."

Standalone standard (SA) equipment is literally a mobile communication repeater and base station for 5G only. As number of 5G subscribers increases, number of equipment for standards in South Korea will increase. Now, since we're in the early stages of commercializing 5G, NSA (Composite Standard) is widely used, sharing 4G LTE and 5G.

However, China's Huawei discussed with 3 South Korean mobile telecommunication businesses to target South Korea's 5G equipment market.

The nation's three mobile operators have denied it.

"It is a routine process for mobile telecommunication businesses to hold technical discussions with equipment manufacturers, and it is still open for discussions with all equipment manufacturers regarding development of 5G SA." said a representative for a mobile network provider.

Another mobile network operator said, "There is no timetable for the transfer of the standard (SA)," adding, "I think Huawei brought up the story too early."

LG Uplus, which already uses Huawei's equipment, also said, "We need to look at 5G SA equipment as a study on SA equipment, not as a topic of discussion."

In sum, they say it's too early and there's nothing set. However, there was no Korean mobile network operator who made it clear that they would not use Huawei's equipment. That leaves room for availability.

This is because of Huawei's huge financial strength. At a press conference earlier, Huawei said it is buying about 12 trillion won worth of semiconductor equipment in Korea per year. In fact, Huawei is buying semiconductors from Samsung Electronics and SK Hynix, and semiconductors are the dominant export item among ICT (Information and Communication Technology) exports in Korea, and Chinese markets are especially big markets for Samsung Electronics and SK Hynix.

In particular, SK Telecom, which has the largest share of mobile network operators in Korea, is in no situation to say that Huawei's equipment cannot be used within any means because SK Hynix and Huawei, which are supporting SK Group, are closely related.

Huawei's equipment has good technical skills, but it is 30% cheaper than other equipment such as Nokia and Ericsson. The problem is that the so-called "backdoor" communication has not been resolved. Backdoor refers to a device that allows access to a computer system without authentication. Designers deliberately breach the security of the system, for example, for wiretapping purposes. Huawei strongly refutes that there is never a "backdoor," but that doesn't work.

The U.S., Britain, Australia and Japan have announced one after another that they will not use Chinese telecommunication equipment such as Huawei and ZTE because they have good reason and reason.
The U.S. government is openly pressuring us not to use Huawei's equipment. In June, U.S. Ambassador to South Korea Harry Harris stressed the importance of cybersecurity and alliance, and urged the U.S. to join Huawei

On the other hand, China has called in global IT companies including Samsung and SK Hynix to warn them that cooperation in pressuring the public will result in 'tremendous consequences'.
Our companies are in danger of having to see the U.S. government and bear the pressure of China.

However, it seems clear that what the Korean people want is national security in terms of the scale of whether it is real or national security. If domestic 3 mobile telecommunication businesses use Huawei 5G equipment for economic benefits, it seems likely that domestic consumers will turn a blind eye to it at this time

There are many people who oppose the use of Huawei's equipment according to the Korean people's sentiment. Most of the comments in the related articles portal were against 'introducing 5G Huawei Equipment'.

"When Huawei's equipment is brought in, it never goes to 5G." "When SK Telecom uses Huawei, it changes telecommunication businesses."
People don`t want to rush to introduce 5G. Let's do our technology instead of taking Chinese."
"While using Huawei, we will not sell U+." "We will not do anything until we realize 5G with our technology."

In other words, regardless of cooperation between Huawei and 3 mobile telecommunication businesses, it is true that domestic consumers are worried about Huawei 5G equipment, and there are many suggestions that 5G equipment should be used as our technology just as we are trying to localize semiconductor materials due to the regulations on exports to Japan.

It seems to be the common sentiment of the Korean people as of 2019 not to trust the materials of the Japanese and Chinese IT components, but to use the products of Korean companies even if development is slow and slow.
