President Trump said Korea, a rich country, was defended by the U.S. for free, almost no money.

According to South Korean government statistics, South Korea's share of U.S. defense spending totaled 9.44 trillion won ($7.816.87 billion) in 2019.

This is the official figure of the Korean government. What do you mean by saying that it's still free even though you paid about 10 trillion won for defense?

President Trump seems to be exactly confused with the concept of free. In addition to Article 10, Korea has made a lot of concessions and understood in the U.S. economic, trade, and foreign affairs sectors because the U.S. is defending Korea.

Many workers in Korea are losing their jobs or taking leave of absence, and small business owners are closing their businesses and shops, and the South Korean government is giving them emergency loans. The U.S. has a key currency called the dollar, so it can freely print money to support companies and the people, but Korea cannot help companies and the people indefinitely.

친애하는 도널드 트럼프 대통령에게

오늘 아침, 미국 공영방송인 PBS에서 트럼프 대통령이 7일(현지 시각) 백악관에서 그레그 애벗 텍사스 주지사와 만난 자리에서 "나는 아주 부자인 나라들을 공짜로, 또는 거의 아무것도 받지 않고 방어해줬다는 것을 말하고 싶다"고 이야기했다는 소식을 들었습니다.

PBS는 트럼프 대통령이 "한국이 우리에게 상당한 돈을 지급하기로 합의했다. 그것에 우리는 아주 고맙게 생각하고 있다"고 말했다고 보도했습니다.  

또 "솔직히 이 나라(미국) 우방과 적들에 이용당해 왔다. 하지만 더 이상은 아니다"라고 말했지요.

트럼프 대통령께서 걸핏하면 부자 나라 한국이 공짜로, 거의 아무 돈도 지급하지 않고 미국의 방어를 받았다고 했는데

대한민국 정부 통계에 의하면, 지난 2010년부터 2019년까지 한국이 미국에 지급한 방위비 분담금액은 총 9조 544억원(78억 1687만 달러)으로 집계됐습니다.

이는 한국 정부 공식 수치입니다. 약 10조 가까운 방위비를 냈음에도 여전히 공짜라고 말하는 속 뜻은 무엇인지요.

트럼프 대통령께서는 공짜의 개념을 정확히 혼돈하고 있는 것 같습니다. 실질적 10조 이외, 한국은 미국이 대한민국을 방어해준다는 이유로, 미국의 경제통상과 외교 분야에서 많은 것을 양보하고 이해하고 있습니다.

한국의 대기업들은 미국의 주요 도시에 수십억 달러를 투자해 공장을 짓고 미국인들을 고용하고 있지요. 미국이 경제적으로 큰 시장이기도 하지만 미국이 한국을 지켜주고 있다는 명분도 적용된 것이 사실입니다.

트럼프 대통령께서 미국이 한국에 아무것도 받지 않고 방어해줬다는 이야기를 취임 이후 계속 하고 있습니다. 대통령 초기라 백악관 실무진들이 보고를 누락했구나 생각할 수도 있었지만, 당신께서는 백안관 근무 4년 동안 한국에 대한 모든 정보를 보고 받았음에도 불구하고

여전히 공짜라로 말하는 것은 이슈밸리 뿐만 아니라 대한민국의 모든 국민이 도저히 납득을 할 수가 없습니다.

대한민국은 미국의 도움을 공짜로 받은 적이 결코 없습니다. 물론 70년 전 6.25 전쟁 직후 미국의 많은 물질적 도움 받은 것을 잊은 것은 아닙니다. 미국의 경제와 국방의 도움으로 한국이 세계 선진국가로 발돋움 하고 있는 것은 사실입니다. 

미국과 한국은 앞으로도 굳건한 동맹체제로 가야 한다는 것도 맞습니다. 다만, 합리적인 나라 미국의 대통령께서 10년간 방위비로 지급한 액수조차 잊고 있다는 것이 매우 안타까울 따름입니다.

미국은 11차 한미방위분담금특별협정(SMA) 협상에서 대한민국에 13억달러(1조5900억원) 수준의 분담을 제안했습니다.

이 액수는 지난해 10차 협정에서 분담금 총액(1조389억원)과 비교해 50%가량 인상된 액수지요.

대한민국의 경제가 좋고 수출이 잘되고 모든 것이 좋은 상황이라면, 미국 정부의 요구를 고려할 수 있으나, 아시다시피 지금은 신종 코로나바이러스 감염증(코로나19)으로 인해 세계 경제는 물론 대한민국의 경제도 매우 힘들고 어려운 상황입니다.

이는 미국도 코로나19로 많은 어려움을 겪고 있기에 이해할 수 있는 부분이라 생각됩니다. 한국의 많은 근로자가 직장을 잃거나 휴직을 하고 있고, 소상공인들은 사업장과 가게 문을 닫고 있습니다, 대한민국 정부는 이들에게 긴급 대출을 해주고 있지요. 한국의 4월 수출액 464억2000만달러로 전년 동월 대비 3.3% 줄었습니다.

미국은 달러라는 기축 통화가 있어 돈을 마음대로 찍어 기업과 국민을 지원할 수 있지만, 한국은 기업과 국민에게 무한정 도울 수 없는 형편입니다.

대한민국의 일부 상가주인들은 임대료를 한 달 안 받는 따뜻한 분위기도 있습니다. 어려울 때 친구가 진짜 친구인 것이죠.

세계적인 코로나19로 대한민국은 너무 어려운 상황인데도 전년대비 50% 방위비 인상은 상식과 합리적 수준으로 이해가 안됩니다. 트럼프 대통령은 숫자에 밝고 지극히 합리적인 사람으로 알고 있는데 말입니다.

아무쪼록 방위비 인상을 고려해 주시고, 넓게 대한민국을 이해해주시길 부탁합니다. 모든 상황이 진전되고 대한민국 경제가 더욱 탄탄해지면 미국의 도움을 잊지 않을 것입니다. 그때 인상 요구를 해도 늦지 않습니다. 대한민국은 은혜를 잊지 않는 나라이니까요.

미국은 예수님의 사랑을 실천한 나라였습니다. 세계 많은 나라에 자유민주주의와 시장경제를 심어준 나라이지요. 사랑과 나눔을 실천한 미국이 요즘 작은 돈에 억매여 이웃 나라를 힘들게 해서는 되겠습니까. 초기 예수님의 사랑을 실천하는 국가로 돌아와 줬으면 합니다.
