교토대 교수도 “자민당내 ‘독자 행동파 정치인’”
[이슈밸리=권동혁 기자] 한-일관계가 최악의 상황으로 걷고 있는 가운데 이번 사태의 책임자로 일본 고노 다로 외무상을 비판하는 목소리가 일본 내 정치권과 유력 정치학자로부터 나오고 있다.
29일 아사히신문과 산케이신문 등에 따르면 일본의 제1야당 입헌민주당의 에다노 대표는 전날 `라디오닛폰`에 출연해 "한국이 한일 군사정보보호협정(GSOMIA·지소미아)을 그만하기로 한 것은 명백하게 지나치다"면서도 "여기에 이르는 과정에서 한국 (문재인) 대통령이 타협의 여지를 보이기도 했지만, '위로부터의 시선', 특히 고노 외무상의 대응이 한국을 몰아갔다. 책임이 크다"라고 지적했다.
에다노 대표는 "한일 관계를 어떻게든 하려면 외무상을 대체할 수밖에 없다"며 "외교는 상대방의 체면을 세워야 하는데, 너무 얼굴에 먹칠만 한 고노 외무상이 지나쳤다"고 비판했다. 그러면서 "상대의 자존심을 상하는 방식으로 하는 것은 분명 외무상의 외교실패"라고 강조했다.
에다노 대표의 발언은 고노 외무상이 남관표 주일 한국대사를 초치하면서 말을 끊는 결례를 범한 일이나 최근 문재인 대통령의 광복절 경축사에 대해 "역사를 바꿔쓰는 것은 불가능하다"고 도발적인 발언을 한 것을 지적하는 것으로 보인다.
앞서 일본 공산당도 한일 관계 악화의 책임이 아베 신조 정권에 있다고 신랄하게 비판했다.
27일 일본 공산당에 따르면 시이 가즈오 위원장은 "문제의 정치적 '해결' 수단으로 대한(對韓)무역 규제의 확대"라는 "정경 분리의 원칙에 반하는 '금지된 기술'을 사용한 것"도 주된 원인이라고 지적했다.

시이 위원장은 특히 고노 다로(河野太郞) 일본 외무상이 남관표 주일한국대사를 불러 언론이 지켜보는 가운데 무례하게 행동한 것을 비롯해 "외교적으로 예의가 결여된 태도를 반복한 것도 부끄럽게 여겨야 할 일"이라고 고노 외무상을 비판했다.
1922년 창립된 일본 공산당은 일본이 일으킨 침략 전쟁에 대한 반대 의사로 일관했으며 사유 재산을 인정한다는 점에서 정통 마르크스·레닌주의과 달리 진보 정당으로 평가되고 있다.
앞서 시이 위원장은 일본 정부가 일본군 위안부 문제를 공식적으로 사죄하고 배상해야 한다고 의견을 밝히는 등 한일 간 역사 문제에 대해 '한일 청구권 협정으로 모든 문제가 해결됐다'고 주장해 온 집권 자민당과는 다른 목소리를 내고 있다.
일본을 대표하는 국제정치학자인 나카니시 히로시 교토대 교수도 국내 한 언론과 인터뷰에서 "다음달 개각이 있고, 외상이 바뀔 수 있다. 개각으로 인해 다소 분위기가 바뀔 수도 있고, 그게 계기가 될 수도 있다. 고노 다로(河野太郞) 외상의 경우 원래 자민당내에선 ‘독자 행동파 정치인’으로 통하는 사람이다. 총리관저와 잘 통한다고 하기는 어렵다."고 말했다.
그의 말대로 아베 신조 정권이 다음 달 10~12일께 개각을 앞두고 있다. 일각에서는 고노 외무상이 교체될 것으로 관측되고 있습니다. 후임으로 모테기 도시미쓰 경제재상상 등이 거론되고 있다.
과연, 한국 정부에 무례함을 일삼았던 고노 다로 외상이 교체 될지 여부는 정확히 알 수 없다. 일각에서는 일본 내 야당 정치인과 유력 국제정치학자의 희망 사항일 뿐, 2020년 전쟁 가능한 국가를 꿈꾸고 있는 아베 신조 총리로서는 현재 국제사회 여론전의 공격수로 얼굴마담 역할을 톡톡히 하고 있는 고노 외무상에 대해 긍정적으로 평가할 것이란 시각도 있다.
이는 아베 총리가 한-일간의 갈등 국면에서 조금이라도 벗어날 마음이 없어 보이기 때문이다. 아베 총리의 머릿속에는 온통 도쿄 올림픽보다 전쟁 가능한 국가로의 야망을 그리고 있을 뿐이란 것이다. 그래서 고노 외상이 앞으로도 아베의 가려운 부분을 긁어주는 역할을 계속 할 수도 있다.
