러 총리 쿠릴열도 방문 항의 日...러, 日 대사 불러 경고
[이슈밸리=권동혁 기자] 일본 정부가 한국과 러시아를 상대로 독도와 남쿠릴열도에 대해 ‘자기 땅’ 억지 주장을 펼치고 있으나 한국과 러시아의 실효적 지배에 대한 타당한 반박 근거를 제시하지 못해 스스로 체면을 구기고 있다.
한국 정부는 8월 중 육·해·공군이 참가하는 ‘독도방어훈련’을 실시한다. 매년 두 차례 실시한 이번 훈련에는 해병대 신속기동부대 1개 분대도 참가해 독도에 상륙하는 방안을 검토 중인 것으로 알려졌다. 또 육군까지 참가한다면 특전사가 해병대와 함께 독도에 상륙하는 합동훈련이 유력하고, 이 경우 상륙 병력이 늘어나 해군 최대 함정인 독도함 투입도 가능할 것으로 전망된다.
그동안 우리 군은 한일관계를 고려해 독도방어훈련을 미뤘으나 지난달 3일 러시아 정찰기가 독도 영공을 침범했을 당시 우리 군 전투기가 360발 경고사격을 한 것과 관련 일본이 자국 영토라며 문제를 삼는가 하면 한국의 수출규제와 화이트리스트 제외 등 1, 2차 경제보복을 단행하며 한-일 갈등을 악화시키는 상황에서 더이상 일본을 배려해야 할 명분이 사라졌다고 판단 한 것으로 알려졌다.
일본 정부는 우리 군의 독도방어훈련 실시에 대해 외교 루트를 통해 항의한 것으로 전해졌다. 이전 같으면 방위성이나 관방장관이 직접 나서 기자 회견을 통해 비난 성명을 발표한 것과는 사믓 다른 소심한 태도를 보였다.
일본은 러시아와도 남쿠릴열도 영토문제로 갈등을 겪고 있다. 러시아는 최근 남쿠릴열도를 방문한 드미트리 메드베대프 총리에 대해 일본 정부가 “왜 방문했냐”고 항의한 것에 대해 주러 일본 대사를 외무부로 불러들여 경고했다.
러시아 외무부는 "러시아 지도부가 사할린주에 속한 이 지역(남쿠릴열도)을 방문하고 그곳에서 사회·경제, 군사적 행사들을 포함한 다양한 행사들을 거행한 데 대해 일본이 공식 논평한 것은 러시아 내정 간섭 시도에 가깝다는 점을 강조했다"고 비난했다.
일본 정부는 쿠릴열도 반환을 러시아에 줄기차게 요구하지만, 막상 쿠릴열도와 관련 강도 높은 발언한 의원은 제명까지 하며 스스로 명분 쌓기를 포기하고 있는 모양새다.
일본 보수 성향 야당인 ‘일본유신회’ 소속 마루야마 호다카 의원은 지난 5월 쿠릴 열도 4개 섬(일본명 북방영토)과 관련해 "전쟁을 해서라도 되찾자"는 취지의 발언을 해 논란이 된 바 있다.
마루야마 호다카 의원은 지난 5월 11일 쿠릴 4개 섬 중 한 곳인 쿠나시르(일본명 구나시리)에서 열린 한 간담회에서 "전쟁하지 않으면 (섬을 되찾을) 방법이 없지 않으냐"고 말했다.
다음 날 콘스탄틴 코사체프 러시아 상원 국제문제위원장은 모스크바에서 열린 러·일 지사 회의에서 "양국 관계의 흐름 속에서 가장 나쁜 일"이라며 마루야마 의원의 발언을 비판했다.
사태가 확산 되자 마루야마 의원은 다음날 기자회견을 열고 "내 발언으로 국익을 해칠 수 있는 상황이 되면, 진의가 아니다. 진심으로 이번 발언을 사과하고 철회한다"며 사죄했다.
일본유신회 대표인 마쓰이 이치로 오사카 시장도 "마루야마 의원에게 의원직 사퇴를 촉구함과 동시에 당에서 제명 처분할 것"이라고 밝혔다. 마루야마 의원도 이날 탈당 신고서를 제출했다. 일본 스스로 쿠릴열도 반환을 강력하게 주장한 의원을 탈당시키면서까지 일본 스스로 쿠릴열도 반환에 대한 명분을 잃고 체면도 구긴 셈이다.
