러시아, 대한민국 8차례 위협...카디즈 무단진입 밥 먹듯 반복/ Russia Threatens South Korea 8 times.

[이슈밸리=권동혁 기자] 러시아가 대한민국을 계속 위협하고 있다. 최근 러시아 군용기가 지난 11일부터 20일까지 8차례나 한국방공식별구역(KADIZ·카디즈)를 무단 진입했다. 특히 울릉도 영공 20km까지 근접 비행했다.

국방부와 합동참모본부에 따르면 20일 오전 7시께 러시아 군용기 여러 대가 동해 KADIZ에 순차적으로 진입했다가 이탈했다. 영공 침범은 없었으나 러시아 군용기들은 우리 공군의 교신에 제대로 응하지 않았다. 보통은 카디즈 진입 시 영공 침범 의사가 없음을 밝혀야 한다.  

우리 군은 러시아 군용기가 KADIZ에 진입하기 전부터 이를 식별했고, 공군 전투기를 투입해 우발 상황에 대비한 전술조치를 실시했다고 밝혔다. 

KADIZ는 영공 침입을 방지하기 위하여 각국이 설정하는 공역(空域)이다. 미확인 항공기가 자국 영공에 침입할 때까지 방관하는 것은 위험부담이 크기에, 이 점에서 방공식별구역에서부터 공군이 미리 대응하는 것이다. 

앞서 지난 15일에도 러시아 군용기 여러 대가 동해 KADIZ에 진입했다가 이탈한 바 있다.

특히, 러시아 군용기들은 이날 울릉도 북방 대한민국 영공 외곽 약 20km까지 근접 비행했다. 이 정도로 영공에 근접한 것은 이례적인 일이다. 다분히 의도적이며 대한민국을 명백히 위협한 것이다. 

이승범 국방부 국제정책관은 러시아 군용기의 잦은 KADIZ 무단진입과 영공 근접 비행 상황을 고려해 용산 국방부 청사로 초치된 마르첸코 러시아 국방무관에게 엄중히 항의하고 재발방지를 촉구했다.

합참 관계자는 "러시아 군용기는 3월 들어 이례적인 빈도로 KADIZ에 진입하고 있다"며 "한 대가 잠시 KADIZ에 진입하는 경우 언론이 알리지 않지만, 지난 15일과 오늘처럼 여러 대가 동시에 진입하는 경우 언론이 공지하고 있다"고 설명했다.

Recently, Russian military aircraft entered the Korea Air Defense Identification Zone (KADIZ) eight times from the 11th to the 20th without permission. In particular, it flew close to Ulleungdo's airspace of 20km.

According to the Ministry of National Defense and the Joint Chiefs of Staff, several Russian military aircraft entered and left the KADIZ in the East Sea around 7 a.m. on Tuesday sequentially. There was no invasion of the Russian air force, but the Russian military aircraft did not respond properly to Korean Air Force communications. Usually, when entering KADIZ, the aircraft should make it clear that they have no intention of invading the air force.

The South Korean military said it identified Russian military aircraft even before they entered the KADIZ and deployed air force fighters to take tactical measures against contingencies.

KADIZ is an airspace established by each country to prevent airspace intrusion. Left on the sidelines until an unidentified aircraft enters its airspace is risky, and in this regard, the Air Force responds in advance from the air defense identification zone.

Earlier on the 15th, several Russian military aircraft entered and left the KADIZ in the East Sea.

In particular, Russian military aircraft flew close to about 20 km outside the airspace of the Republic of Korea north of Ulleungdo on this day. It is unusual to get this close to airspace. It is highly intentional and clearly threatened the Republic of Korea.

Lee Seung-beom, international policy officer at the Ministry of National Defense, strongly protested to Russian Defense Minister Marchenko, who was summoned to the Ministry of National Defense building in Yongsan, considering the frequent unauthorized entry of Russian military aircraft and the close flight of its airspace.

"Russian military aircraft are entering KADIZ with an unusual frequency in March," a Joint Chiefs of Staff official said. "The media does not notify if one enters KADIZ for a while, but if several enter at the same time as on the 15th and today, the media is announcing it."
