한국 미사일 개발 가로막았던 ‘고체연료 족쇄’ 드디어 풀리나?

외교부 본지 통화 “최종 발표 조율중” 부인하지 않아
고체연료 제한 풀리면 1t 정도 소형 정찰위성 보유 가능

 

[이슈밸리=윤대우 기자] 한-미 양국이 우리나라 우주발사체 추진력과 미사일 사거리 제한을 푸는 방향으로 ‘한미 미사일 지침’을 개정키로 최종 타결됐다고 조선일보가 1면 보도했다. 

신문은 우리나라의 고체연료 우주발사체 개발을 가로막았던 장벽이 처음으로 풀리는 것이라고 강조했다.

이는 지난해 연말 헤럴드경제에서 ‘고체연료 로켓 사용 제한’ 폐지 임박했다는 단독 보도의 연장선이다. 당시 신문은 한미 외교당국이 내년 초(2020년) 최종 타결을 목표로 세부 조율 진행 중이라고 전했다.  

이슈밸리는 이와 관련 사실 확인을 위해 29일 오전 외교부와 국방부에 차례로 전화를 했다.

외교부 공보팀 담당자는 “최종발표 조율중에 있다. 잠시 뒤 연락하겠다"고 말한 뒤 기자에게 다시 전화를 한 후 "우리 정부는 한미동맹정신에 입각해 미사일 지침을 준수하고 있다. 한미 미사일 개정 협의 관련 구체적으로 확인해 주기는 어렵다”고 말했다. 

사실을 인정하냐는 기자의 질문에 외교부 직원은 "더이상 말할 수 없다"는 원론적인 답변만 계속했다. 그렇다고 언론보도 사실을 부인하지는 않았다.

국방부 공보팀장은 “본 사안은 외교부가 주무 부서이기 때문에 국방부는 특별히 밝힐 사안이 없다”고 말했다. 

‘한미 미사일 지침’이 개정되면서 그동안 액체연료 기반으로 연구됐던 국내 민간용 미사일 개발에 탄력이 붙게 됐다.

고체연료 발사체의 제한이 풀리면 500kg~1t 정도의 소형 정찰·통신위성 등을 쉽게 만들 수 있다. 미사일에 고체연료를 사용하면 발사 과정이 단순하고 특별한 연료 주입 과정이 없어 이동 발사대 발사가 가능하게 된다.

또한 고체연료 기반 로켓의 개발은 유사시 대륙간 탄도미사일(ICBM)으로 전용이 가능해 미사일 자주국방 전력강화에 한층더 도움이 될 전망이다.

주변국인 북한은 고체연료 발사체를 개발해 다수의 ICBM을 보유하고 있고 일본 역시 2013년 고체연료 기반의 로켓 ‘엡실론’ 발사를 성공해 유사시 군사전용 ICBM급 탄도미사일 확보가 가능하다. 

 

이번 ‘한미 미사일 지침’을 개정키로 한 이유는 한미 당국이 2018년부터 물밑 협상을 진행해 왔고 주변국인 일본 등에 비해 미사일 개발 형평성이 어긋난다는 주장을 계속 해온 것으로 전해졌다.

또한 문재인 대통령이 추진하고 있는 ‘자주국방’과 전작권 전화에 핵심 요소가 미사일 개발이란 것을 미국 정부도 이해하고 있는 것으로 알려졌다. 

그동안 미 정부는 고체연료 사용 기술이 군사용 목적으로 쉽게 전용 가능하는 이유로 한국의미사일 고체연료 사용을 반대했지만 최근 트럼프 정부가 중거리핵전력(INF) 조약 탈퇴와 중장거리미사일 동북아시아 배치가 현실적으로 어렵게 되자 한국의 고체연료 사용 제한을 풀어준 것 아니냐는 시각이 있다.  

또한 현재 난항을 겪고 있는 한미 방위비협상이 한국과 미국이 물러설 수 없는 상황에서 한국과 미국이 서로 양보하며 주고받는 전략의 일환이란 분석도 나온다.

트럼프 대통령은 최근 주한미군 방위비분담을 계속 주장하고 있고 우리정부도 국민 정서상 미국측 요구를 모두 받아들일 수 없다는 입장을 견지해 왔다. 한-미 양국을 만족시킬 수 있는 대안이 바로 ‘미사일지침’ 개정이란 것이다. 

다만 중국과 북한이 한국의 고체연료 개발에 관해 강력히 반발할 것은 불가피할 전망이다. 문제는 현 문재인 정부가 중국과 북한의 입장을 받아주며 우호적 관계를 유지하는 상황에서 이들 국가들이 가장 민감해 하는 사안을 밀어 붙일 수 있느냐는 것이다. 

이와 관련 정부 관계자는 “남북 관계는 민간 우주 개발을 위한 미사일 지침 개정과 무관하다”고 잘라 말했다.

The reason why the U.S. and South Korea decided to revise the missile guidelines is that the South Korean and U.S. authorities have been negotiating behind the scenes since 2018 and have continued to argue that the missile development is not balanced compared to neighboring countries such as Japan.
