[데스크 칼럼] ‘美 국빈 방문, 최대한 국익 뽑아내라’

[이슈밸리=윤대우 편집국장] 미국 정부가 한국 대통령실을 도·감청했다는 뉴욕타임스(NYT) 보도에 대해 우리 정부는 “미국이 그럴 리 없다” “미국을 철석같이 믿는다” “더는 문제 제기하지 않겠다”라는 입장이다. 

미국 주요 언론인 NYT 보도를 금과옥조(金科玉條) 했던 과거와 사뭇 다른 태도다. 이런 반응이 주된 이유는 4월 26일로 예정된 윤석열 대통령의 미국 국빈 방문에 잡음을 내고 싶지 않겠다는 의지다. 한미동맹의 결연한 의지를 천명하고 싶기도 할 것이다. 

이번 사건을 바라보는 백악관과 미 의회 관계자들은 어떨까. 가슴이 뜨끔하고 머릿발이 쭈뼛쭈뼛했을 것이다. 미 정부의 우방국에 대한 도·감청은 공공연한 비밀이고 사실이기 때문이다. 그럼에도 불구하고 윤석열 정부가 쿨하게 넘어가는 분위기에 백악관은 내심 안심할 것이다. 

이러한 쿨한 반응의 결과로 미국을 국빈 방문하는 윤석열 대통령은 그 어느 때 보다 미국 정부와 의회의 대대적 환영을 받을 것이다. 윤 대통령이 워싱턴 의회 연설을 할 때는 수차례 기립 박수가 터저 나올 수도 있다. 미 정부 일각에서는 윤 정부가 작은 신뢰 테스트를 통과했다고 하는 부류도 있을지 모른다. 

그러나 이번 국빈 방문이 ‘하하호호’하며 워싱턴의 봄바람만 쐬고 오기엔 당면 과제가 너무 많다. 한·일 정상회담에 이어 한·미 정상회담도 빈손 외교가 되면 윤석열 정부에 대한 국민의 지지율을 급전직하(急轉直下) 할 수 있다. 내년 총선에서 여당이 참패할 수도 있다.  

따라서 그동안 한·미 정상회담에 올인했던 윤석열 정부는 그 어느 때 보다 이번 방미에서 국익의 보따리를 최대한 챙겨와야 한다. 국익의 보따리 핵심은 경제와 안보다.  

반도체와 전기차 분야는 물론이요. 우리 기업이 미국과 멕시코·캐나다가 포함된 지역(NAFA : 북미자유무역협정)에서 경제활동이 수월하도록 미 정부의 전폭적인 지원을 끌어내야 한다. 아울러 북핵 문제 협력은 물론 미국의 전략자산 전개 이상의 안보 족쇄를 풀어야 한다.  

가령, 플루토늄 자체 생산 허가 및 원자력 추진잠수함(이하 ‘핵잠수함’) 보유 승인을 얻는 것. 미국 정부는 미·일 원자력협정에 따라 핵무기 비보유국 중에 유일하게 일본에만 핵물질인 플루토늄 생산을 허가하고 있다. 

발전 등 평화적 이용으로 제한한다는 단서를 달긴 했지만, 사용후핵연료 재처리를 허가함으로써 일본은 이미 핵무기로 바로 전용될 수 있는 순도 90% 이상의 플루토늄을 확보하는 길이 열렸다. 실제로 일본은 2020년 기준으로 핵무기 약 6,000여 개를 제조할 수 있는 플루토늄 46t가량을 보유 중인 것으로 알려졌다. 일본은 유사시 일주일 내 핵무기를 만들 수 있다. 

이에 비해 한국은 한·미 원자력협정에 발이 묶여 무기급 플루토늄을 추출하는 길이 원천 차단 되어 있다. 플루토늄을 추출할 사용 후 핵연료의 경우 건식 재처리 초기 단계만 가능한데, 이마저도 미국의 포괄적 동의를 얻어야 사용 가능하다. 

또 미국은 오커스(AUKUS·미국·영국·호주 안보 동맹)의 일원인 호주에 핵잠수함 지원에 나섰지만, 한국과는 핵잠수함 기술을 공유할 계획이 없다는 뜻을 분명히 하고 있다. 미국은 호주에 최대 5척의 최신예 공격용 버지니아급 핵잠수함을 공급한다는 계획이다. 

북한이 갈수록 핵을 탑재할 잠수함 능력 강화에 힘쓰는 상황에서 한국도 핵잠수함을 도입해야 한다는 목소리는 오래전부터 꾸준히 제기돼 왔다.

하지만 이 역시 한·미 원자력협정이 군사적 목적의 핵물질 사용을 금지하고 있어 한국이 핵잠수함 운용을 위한 핵연료를 미국으로부터 공급받으려면 따로 승인을 받아내야 한다. 

미국이 일본과 호주에 비해 혈맹이라는 한국에 이 같은 차별을 오래 토록 유지하는 이유는 무엇인가. 참고로 윤석열 정부가 그토록 만만하게 생각하는 문재인 전 정권도 지난 2021년 한·미 정상회담에서 42년 만에 미사일지침 족쇄를 완전히 폐지하는 성과를 얻어냈다. 

윤석열 대통령이 이번 미국 국빈 방문에서 강력히 주장하고 요청해야 할 문제가 바로 이러한 부분이다. “도·감청 의혹에도 불구하고 우리는 미국을 철석같이 믿으니, 미국도 우리를 믿고 과감한 경제 투자-지원 및 한·미 원자력협정 개선, 1급 정보 공유를 해 달라”고 말이다.

This is a very different attitude from the past when the NYT, a major U.S. media outlet, was banned. The main reason for this response is the willingness not to make any noise about President Yoon Suk Yeol's state visit to the United States scheduled for April 26. They may want to declare their determination for the Korea-U.S. alliance.

What about the White House and U.S. congressional officials looking at the incident. His chest must have been tingling and his head would have been cringe-worthy. This is because the U.S. government's eavesdropping on its allies is an open secret and fact. Nevertheless, the White House will be relieved at the atmosphere in which the Yoon Suk Yeoln government is coolly falling over.

As a result of this cool response, Yoon Suk Yeol's state visit to the United States will be more welcomed than ever by the U.S. government and Congress. When President Yoon delivers a speech to the Washington Congress, standing ovation may come out several times. Some in the U.S. government may say that the Yoon government has passed a small trust test.

However, there are too many challenges for this state visit to be "haha ho" and enjoy the spring breeze of Washington. Following the Korea-Japan summit, the Korea-U.S. summit, if empty-handed diplomacy is achieved, can rapidly lower the public's approval rating for the Yoon Suk Yeoln government. The ruling party could suffer a crushing defeat in next year's general elections.

Therefore, the Yoon Suk Yeoln government, which has been all-in to the Korea-U.S. summit, should bring the bundle of national interests as much as possible in this visit to the U.S. more than ever. The core of national interests is the economy and security.

Of course, semiconductors and electric vehicles. Korean companies should draw full support from the U.S. government to facilitate economic activities in areas that include the U.S., Mexico, and Canada (NAFA). In addition, security shackles beyond the development of U.S. strategic assets as well as cooperation on the North Korean nuclear issue should be lifted.

For example, obtaining permission to produce plutonium and approval to own a nuclear propulsion submarine (hereinafter referred to as a "nuclear submarine"). Under the U.S.-Japan Nuclear Agreement, the U.S. government is the only country without nuclear weapons that allows Japan to produce plutonium, a nuclear material.

Although it has a clue that it is limited to peaceful use such as power generation, the permission to reprocess spent nuclear fuel has already opened the way for Japan to secure more than 90% pure plutonium that can be directly converted to nuclear weapons. In fact, Japan is known to have about 46 tons of plutonium that can produce about 6,000 nuclear weapons as of 2020. Japan can make nuclear weapons within a week in case of emergency.

On the other hand, South Korea is tied to the Korea-U.S. nuclear agreement, blocking the way to extract weapons-grade plutonium. In the case of spent nuclear fuel to extract plutonium, only the initial stage of dry reprocessing is possible, and even this can be used only with comprehensive consent from the United States.

In addition, the U.S. has started to support nuclear submarines to Australia, a member of the Aukus (AUKUS, the U.S., the U.K., and the Australian Security Alliance), but it is clear that it has no plans to share nuclear submarine technology with South Korea. The United States plans to supply Australia with up to five Virginia-class nuclear submarines for state-of-the-art attacks.

With North Korea increasingly striving to strengthen its submarine capabilities to carry nuclear weapons, voices have long been raised that South Korea should also introduce nuclear submarines.

However, since the Korea-U.S. Nuclear Agreement prohibits the use of nuclear materials for military purposes, South Korea must obtain separate approval if it wants to receive nuclear fuel from the U.S. to operate nuclear submarines.

Why does the U.S. maintain such discrimination against Korea, which is a blood alliance compared to Japan and Australia. For reference, the former Moon Jae Inn regime, which the Yoon Suk Yeoln government considers so easy, also achieved the first complete abolition of the shackles of missile guidelines in 42 years at the Korea-U.S. summit in 2021.

These are the issues President Yoon Suk Yeol should strongly insist on and request during his state visit to the United States. "Despite allegations of wiretapping and wiretapping, we believe in the U.S., so please trust us and provide bold economic investment-support, improvement of the Korea-U.S. nuclear agreement, and share first-class information."
