한-미 '방위비 분담금' 4차 협상 시작...워싱톤서 잘 풀릴까

[이슈밸리=권동혁 기자] 한-미 양국의 '뜨거운 감자'인 방위비 분담금 4차 회의가 워싱톤에서 열린다. 지난 3차 협상에서 미국 측이 테이블을 박차고 나간지 2주만에 만나는 것이다.  

한-미 양국은 방위비 협상을 연내 타결을 목표로 하고 있지만 양국의 이견차가 워낙 첨예하게 대립돼 연내 타결은 힘들 것이란 분석이 지배적이다.

정은보 방위비협상대사도 지난 2일 워싱턴으로 떠나기 직전 연내 타결을 묻는 질문에 "원칙적으로는 연말까지 협상 타결을 위해 노력해나가겠지만 연말까지 완결될 거냐 하는 것은 협상 진행에 따라 조금 달라질 수도 있다는 점은 유념하고 있다"며 연내 타결이 힘들 수 있음을 시사했다. 

다만 정 대사는 “실무적으로는 연내 한 번 더 협상이 진행될 거로 예상한다”며 시한 전 한번 더 추가 타결 기회가 있을 수 있다고 말했다.

협상의 가장 큰 변수는 방위비 분담금 액수다. 트럼프 정부는 지난해 1조 389억원 분담금의 5배가 넘는 50억 달러를 요구하고 있다. 500% 인상이라는 무리한 요구에 국회 여야는 물론 국민 90% 이상이 반대하고 있는 상황이다.

미국 측은 이러한 5배 인상 근거에 전략자산 전개 비용과 연합훈련 및 순환배치 비용, 주한미군 인건비 등 기존 SMA 틀에서 벗어난 새로운 항목들이 대거 포함해 비난을 받고 있다.

SMA 협정상 분담금은 주한미군에서 근무하는 한국인 근로자의 인건비, 군사건설비, 군수지원비 등 3가지 항목에 대해서만 배정하고, 지원토록 되어있다. 한국 정부는 이 SMA 틀 안에서만 증액이 가능하다는 입장이다.

문제는 내년 대선을 앞두고 한국과 방위비 협상에서 과시용 성과를 거두려는 트럼프 행정부의 동맹관을 둘러싸고 최근 워싱턴 조야에서도 우려의 목소리가 제기되는 가운데 협상 과정에서 주한미군이 카드로 활용될 가능성이다.

 

북한이 비핵화 협상 시한으로 설정한 연말을 앞두고 한일군사정보보호협정(GSOMIA) 종료 유예 과정과 지난 3차 회의 파행으로 한미 관계에 균열이 드러난 예민한 상황에서 미국이 방위비 협상과 주한미군 감축을 연계할 수 있다는 것이다.

마크 에스퍼 미국 국방장관도 지난달 19일 한미 방위비 협상 연내 미타결 시 주한미군 감축도 고려될 수 있냐는 질문에 "SMA에 관해 예측이나 추측하지 않겠다"는 모호한 답변으로 연계 가능성을 완전히 닫지 않으면서 논란에 기름을 부은 바 있다.

다만 주한미군 감축은 미 국방수권법에 따라 의회의 동의가 필수적인 만큼 현실 가능성이 낮으며 방위비 협상에서 유리한 고지를 점하기 위한 미측의 전술이라는 시각도 있다.

하지만 트럼프 정부의 이러한 무리한 방위비 인상요구는 결국 미국 자충수가 될 것이란 지적이 나온다.

중국이 아시아에서 군사적 영향력이 점차 커지고 있는 상황에서 만에 하나, 한국과 일본에서 주한미군을 감축 혹은 철수할 경우, 중국은 한국과 일본에 우호적인 협력 관계를 구축하면서 동북아시아에서 미국의 영향을 감소 시킬 것이란 전망이다.

실질적으로 중국은 이러한 한-미 간 방위비 협상의 어려움을 간파하고 왕이 중국 외교담당 국무위원 겸 외교부장이 오는 4일 방한해 강경화 장관을 만나고 5일에는 문재인 대통령을 예방할 예정이다. 왕이 부장의 방한은 지난 2017년 사드 사태 이후 처음이다.

따라서 트럼프 행정부가 당장의 실속과 이익을 챙기려 더 큰 혜택(동북아시아 미국의 영향력)을 포기하는 것 아니냐는 비난의 목소리가 점차 커지고 있는 것이다.

 

The fourth round of defense cost-sharing talks, a "hot potato" between South Korea and the U.S., will be held in Washington. In the third round, the U.S. team will meet two weeks after they left the table.

Although Seoul and Washington aim to conclude the defense cost negotiations by the end of this year, most analysts say that it will be difficult to reach an agreement by the end of this year due to the sharp differences between the two countries.

Asked about the conclusion of the deal by the end of the year just before leaving for Washington on Friday, Jeong Eun-bo, South Korea's top defense negotiator, also said, "In principle, we will try to conclude the deal by the end of the year, but we are mindful that the conclusion of the deal by the end of the year may be a little different depending on the progress of the negotiations."

"In practice, we expect another round of negotiations to take place within this year," Chung said. "There could be another chance before the deadline."

The biggest variable in the negotiations is the amount of defense cost sharing. The Trump administration is demanding $5 billion, more than five times the 1.38 trillion won share it made last year. More than 90 percent of the people, as well as the ruling and opposition parties of the National Assembly, are opposed to the unreasonable demand for a 500 percent increase.

The U.S. side has come under fire for such a five-fold increase, including a number of new items that are out of the existing SMA framework, such as the cost of deploying strategic assets, the cost of joint training and rotational deployment, and the labor cost of U.S. Forces Korea.

The SMA Cooperation Fund is to be allocated and supported only for three categories: labor costs, military construction costs, and military support costs for Korean workers working in the USFK. The South Korean government says the increase is possible only within the SMA framework.

At issue is the possibility that the U.S. Forces Korea will be used as a card in the negotiation process amid concerns over the Trump administration's alliance with South Korea in defense cost negotiations ahead of next year's presidential election.






In other words, the U.S. could link defense cost negotiations to the reduction of U.S. troops in South Korea at a time when the North's decision to delay the end of the General Security of Military Information Agreement (GSOMIA) and the South Korea-U.S. relationship were exposed by the rupture of the third meeting ahead of the end of the year, which the North set as the deadline for denuclearization negotiations.

U.S. Defense Secretary Mark Esper also added fuel to the controversy on April 19 when asked whether the reduction of U.S. forces in Korea could be considered in the event of a failure to reach a conclusion by the end of the year, saying, "We will not predict or speculate on the issue of the Korea-U.S. defense budget."

However, some view that the reduction of U.S. forces in Korea is unlikely to be realistic as the agreement of Congress is essential under the U.S. Defense Authorization Act, and that it is a U.S. tactic to gain an advantage in defense cost negotiations.

However, critics say that the Trump administration's unreasonable demand for a hike in defense spending will eventually become a self-fulfilling U.S.

If China reduces or withdraws its troops from Korea and Japan amid its growing military influence in Asia, it will reduce the impact of the U.S. in Northeast Asia by building a friendly partnership between South Korea and Japan.

A defense challenges of the negotiations between the U.S. The real China penetrate the Chinese deputy ministers for Foreign Affairs and Foreign Minister Kang Kyung-hwa, ministers in Seoul Sunday to come.Moon Jae-in, five days and will prevent the president. Wang Yi's visit to Seoul is the first since the THAAD deployment in 2017.

Therefore, critics are increasingly criticizing the Trump administration for giving up greater benefits (the influence of the U.S. in Northeast Asia) in order to take advantage of its real nature and profits.
