[이슈밸리=윤대우 기자] 러시아 군용기들이 23일 또다시 한국의 방공식별구역(KADIZ 카디즈)를 무단으로 침범했습다. 이번에는 3시간 동안 동해, 남해, 서해를 유유히 비행했다고 합니다. 올해만 벌써 20번째입니다.

러시아의 이번 카디즈 침범은 균열 된 한-미-일 공조 체제를 시험하려는 것과 미국이 일본에 중장거리미사일 배치를 타진하고 있는 가운데 벌어졌습니다. 일종의 경고라고 볼 수 있죠.

즉, 러시아가 한국과 일본에 존재감을 드러낸 것입니다. 통탄하고 개탄할 일이지만 한국으로선 러시아 무관에게 항의 이상으로 따질 배짱은 없어 보입니다.

다만, 일각에서는 우리도 전략 폭격기를 도입해 러시아 전폭기가 카디즈 침범할 때마다 쿠릴열도에서, 캄차카반도 인근을 순회하는 것은 어떻겠냐는 의견도 나옵니다. 

물론, 1983년 대한항공 격추의 악몽을 기억하는 우리로선, 러시아 방공식별구역이나 영공 침범시 미사일 세례를 맞을 수 있다는 위험성은 염두해둬야 할 것 같습니다. 우리와 달리, 러시아는 바로 행동으로 옮기는 나라이니까요.

러시아, 중국은 대한민국의 방공식별구역을 침범할 때 항상 전략 폭격기를 이용합니다. 조기경보통제기도 사용하지만 수호기가 아닌 주로 폭격기를 사용하죠. 

왜일까요. 이는 상징성, 위협성 때문입니다. 전시에서 아무리 최신 전투기들이 폭탄을 장착해 폭격을 한다고 해도 폭격기가 투하하는 융단폭격과는 비교할 수 없지요.

전투기 편대 하나의 공대지 능력이 전략 폭격기 한 대를 넘기 힘들며, 그나마 장거리 항속거리가 필요하다면 폭격기를 대신할 수 없습니다. 물론 지금 말한 것은 1, 2차 세계 대전, 6.25전쟁, 월남전, 이라크전쟁 기준입니다.

전략 폭격기를 사용하는 나라는 미국, 러시아, 중국 정도입니다. 제공권에서 확실히 우위가 있다고 확신할 때 폭격기를 가동하죠.

폭격기는 장, 단거리에 따라 전술-전략 폭격기로 나뉘어집니다. 전술 폭격기는 우리가 보유한 F-15, F-35 종류라 할 수 있습니다. 폭탄 탑재 능력이 각각 11톤과 8.1톤입니다. 전략 폭격기는 미국의 B-52, B-2 러시아 Tu-95, 중국의 H-6 등이 있습니다.

우리나라의 전술 폭격기는 단거리 용입니다. 우리나라가 미사일 싣고 멀리 태평양 갈 일 없는 이상, 장거리용 전략 폭격기가 굳이 필요 없다고 하시는 분들이 많을 것으로 예상됩니다. 맞습니다. 효율성과 운영성을 따지면 굳이 전략 폭격기는 우리 형편에 필요 없습니다.

다만, F-15와 F-35 같은 전폭기도 충분하지만 B-2 같은 스텔스 전략 폭격기가 1~3대 정도 있으면 어떨까 생각됩니다. 

 

B-2의 실제 폭장량은 23t 정도로 현역으로 운용되고 있는 전략폭격기 중에서는 가장 적은 양입니다. 다른 전략폭격기들의 폭장량은 B-52 31.5t, Tu-160 40t, B-1 랜서 34t 입니다. 다만 B-2의 최대 장점은 현존 유일의 스텔스 전략 폭격기라는 점이죠.

앞으로도 한국 영공이나 방공식별구역에 러시아와 중국 군용기는 제집 안방처럼 더 많이 넘나들 것입니다. 우리는 어찌 이러지도 저러지도 못하면서 항의 아닌, 속앓이를 하겠죠.

중국과 러시아는 이미 한국을 동네북으로 생각하고 있습니다. 러시아는 올해 우리나라 방공식별구역을 20회 침범했습니다. 중국의 경우 2016년 KADIZ 무단 진입 횟수는 50여 차례, 2017년 80여 차례로 증가했고, 2018년 140여 차례로 급증했습니다.

이는 시작에 불구합니다. 갈수록 더 침범할 것입니다. 한-미-일 공조가 예전 같지 않고 트럼프가 세계 경찰을 포기한다고 말하지 않았습니까. 미국의 기조는 트럼프 할아버지가 나와도 민주당이 정권을 잡는다 해도 마찬가지 일겁니다.

과거 북한이 도발하면 미국은 핵 항공모함, 핵잠수함, B-52, B-2 전략 폭격기를 한반도에 투입했죠. 러시아-중국이 한국 방공식별구역 진입하면 미국 국방부나 국무부가 나서서 경고를 했습니다. 그런데 앞으로 이런 모습을 보기 힘들 전망입니다. 이건 우리에게 닥친 현실입니다.

미국 경제가 예전 같지 않고 국방비는 턱없이 부족하기에 그런 것이죠. 그렇다면 우리가 갈 길은 자주국방, 전작권 전환인데 앞서 영상에서 말씀드렸듯이 핵무기를 당장 보유하지 않는다면 우리에겐 핵잠수함, 사거리 3000km 순항미사일, 사거리 1000km 탄도미사일, F-35급 전투기 100대 이상 운영을 해야 합니다.

 

여기에 B-2 같은 전략 폭격기를 보유해야 한다고 이슈밸리는 주장합니다. 그 근거는 전략 폭격기의 상징성과 존재감 때문이죠. B-2는 미국에도 20대 밖에 없습니다.

B-2 스피릿은 대당 가격이 세계에서 가장 비싼 2조원으로 B-52 (1000억원), B-1랜서(5000억원)에 비해 엄청나게 비싼 가격입니다. 참고로 F-35A는 대당 약 990억원입니다.  

B-2는 스텔스 성능으로 적의 방공망을 은밀히 침투할 수 있으며 재래식 무기와 핵무기 모두 탑재가 가능합니다. 적의 전략적 목표를 타격하는 데 뛰어난 성능을 발휘하며, 긴 항속거리와 대량의 폭장량을 가지면서도 스텔스 성능을 유지할 수 있는 유일한 폭격기입니다. 그래서 러시아, 중국, 북한이 가장 무서워하는 전략무기이죠.

물론 미국이 20대 밖에 없는 스텔스 전략 폭격기를 한국에 팔지 여부는 미지수이고, 설령 도입한다하더라도 운영과 유지비용은 국방부 몫이지만 그럼에도 불구하고 B-2 폭격기를 보유해야 하는 이유는 우리 국방력 강화와 러시아-중국 카디즈 침범에 상징적으로 맞대응 할 수 있는 전략무기라고 판단되기 때문입니다.

앞으로 중국-러시아가 카드즈 침범시 우리도 B-2를 선두로한 전략 폭격기 편대가 쿠릴열도-캄차카반도, 서해 인근 비행하는 것이죠. 이젠 시비걸면 대응하자는 것입니다. 앞서 말한 고슴도치 전략이요. 상대를 위협이라도 하자는 것입니다. 러시아-중국 무관한테 아무리 소환해서 따져봐야 아무 소용없습니다. 

2015년 11월 터키가 자국 영공에 침범한 러시아 Su-24 전폭기를 격추해 2명이 사망했습니다. 당시 러시아는 터키에 대한 경제재재를 했고 러시아에서 활동 중인 터키 근로자 20만 명의 노동계약 연장과 신규 채용을 금지했죠. 물론 터키가 발 빠르게 러시아에 유감 표명했지만, 터키도 러시아 경제재재 조치에 맞서 러시아산 LNG수입을 최대 25% 줄이는 것으로 맞대응 했습니다.

양국 간 약간의 우여곡절이 있긴 했지만 그 이후 러시아 전투기들이 터키 영공에 침범했을까요. 러시아도 터키에 움찔해서인지, 우리로 따지면 방공식별구역에 얼씬도 안한다고 합니다.

 

중동 국가들과 러시아-중국이 작은 나라 이스라엘을 함부로 못 건드리는 것은, 막강한 군사력과 덤비려면 덤벼봐라하는 배짱 때문이죠. 터키와 이스라엘은 우리나라 군사력보다 순위에서 밀립니다. 2019 GFP(Global Fire Power) 기준, 군사력 한국 7위 터키 9위, 이스라엘 16위입니다.

그런데 러시아는 우리나라를 만만하게 볼까요. 우리의 대응 강도가 너무 빈약해서 아닐까요. 그저 러시아 대사관 대사도 아닌 무관 불러 따지는 수준으로 끝내니 계속 만만하게 보는 것 아니겠습니까. 

앞으로 우리나라도 주변국이 영공이나 카디즈 침범시 군사적인 움직임이라도 보여야 겠습니다. 현재 우리공군이 보유한 전략 폭격기가 없기에 트럼프 미국 대통령에게 잘 로비해서 B-2 1~3대 구매하자는 것입니다.

평화는 힘이 있을 때 유지되는 겁니다. 그렇게 배웠습니다. 미국의 군사 보호 우산이 서서히 걷혀가는 현실에 주변국의 카드즈 침범에 능동적, 적극적 대응해야겠습니다. 우리는 군사력을 더욱 강화시켜야 됩니다. 그래서 B-2 스텔스 전략 폭격기 3대 정도는 반드시 필요하다고 주장하는 것입니다.

 

[Ishkalum] Why does the Republic of Korea Air Force need B-2 stealth bombers?

Russian military aircraft intruded into South Korea's air defense zone without permission again on Sunday. This time, for three hours to seven-foot wingspan extended, the East Sea, south and west. This is the 20th time this year alone.

Russia's invasion of Cardiz comes as it seeks to test the cracked South Korea-U.S.-Japan alliance and the United States seeks to deploy mid- and long-range missiles to Japan. It's kind of a warning.

In other words, Russia has revealed its presence in Korea and Japan. It is deplorable and deplorable, but Korea does not seem to have the guts to deal with a Russian official more than a protest.

However, some say that we should also introduce strategic bombers and tour the Kuril Islands and the Kamchatka Peninsula whenever a Russian fighter jet intrudes into the Qadiz.

Of course, for us who remember the nightmare of the 1983 shooting down of Korean Air, we should bear in mind the danger of being baptized by missiles in the event of a Russian air defense identification zone or an airspace invasion. Unlike us, Russia is a country that acts.

Russia and China always use strategic bombers to invade South Korea's air defense zone. We use early warning and control systems, but we usually use bombers, not guardians.

Why? Because of symbolism, because of threat. No matter how many modern fighter jets are bomb-equipped and bombed in wartime, it's not comparable to the carpet bombing dropped by the bomber.

The air-to-ground capabilities of a squadron of fighter jets can hardly exceed one strategic bomber, nor can they replace one if a long range is needed. Of course, what we're talking about now is World War I, World War II, the Korean War, the Vietnam War, the Iraq War.

The countries that use strategic bombers are the United States, Russia, and China. When you're sure there's a clear advantage in the right to provide, you start the bomber.

The bombers are divided into tactical-strategic bombers, depending on their length and distance. Tactical bombers are our F-15, F-35. It has 11 tonnes and 8.1 tonnes, respectively. The strategic bombers are B-52, B-2 Russia Tu-95, and China's H-6.

Our country's tactical bombers are short-range dragons. As long as we don't have to go far to the Pacific Ocean with missiles on board, many of you are sure that we don't need long-range strategic bombers. That's right. When it comes to efficiency and operationality, strategic bombers are not needed in our circumstances.

However, we have enough fighter jets such as F-15 and F-35s, but we think we'll have one or three stealth bombers like B-2s.

The B-2's actual explosion is 23 tons, the smallest amount of active strategic bombers. The other strategic bombers have a B-52 31.5 tons, Tu-160 40 tons, and B-1 Lancer 34 tons. However, the best thing about B-2 is that it is the only stealth strategic bomber in the world.

In the future, more Russian and Chinese military aircraft will fly over the Korean airspace and air defense identification zones, just like my home. We can't do this, we can't do that, we can't complain, we can't complain.

China and Russia already think of South Korea as the neighborhood drum. Russia has violated our air defense zone 20 times this year. In China, the number of unauthorized entries into the KADIZ increased by 50 times in 2016 and by 80 times in 2017 and by 2018 by 140 times.

This is not a start. It's going to be more and more intrusive. Didn't you say that the Korea-U.S.-Japan cooperation is not the same as before and that Trump is giving up the world police? The U.S. stance would be the same even if Trump came out and the Democrats came to power.

In the past, if North Korea provokes, the U.S. deployed nuclear aircraft carriers, nuclear submarines, and B-52 and B-2 strategic bombers to the Korean Peninsula. If Russia and China enter South Korea's air defense zone, the U.S. Department of Defense or the State Department came forward to warn them. But I don't think I can see this in the future. This is the reality that we're facing.

That's because the U.S. economy isn't what it used to be, and we're way out of defense. If we don't have nuclear weapons right now, as I said in the video, we have to operate more than 100 nuclear-powered submarines, 3,000-kilometer-range cruise missiles, 1,000-kilometer-range ballistic missiles, and F-35 fighter jets.

Issue Valley says we need to have strategic bombers like B-2 here. The rationale is the symbolism and presence of strategic bombers. B-2 is only in his 20s in the U.S.

B-2 Spirit is the world's most expensive 2 trillion won per unit, which is prohibitively expensive compared to B-52 (100 billion won) and B-1 Ranger (500 billion won). For your information, the F-35A is about 99 billion won each.

With stealth capabilities, the B-2 can secretly penetrate enemy air defenses and carry both conventional and nuclear weapons. It's the only bomber that can deliver superior performance in striking enemy strategic targets and maintain stealth performance while having long range and heavy-duty explosive capacity. So Russia, China, and North Korea are the most feared strategic weapons.

Of course, it is uncertain whether the U.S. will sell only 20 stealth bombers to South Korea, and even introduce them.Even if it were, operational and maintenance costs would be up to the Ministry of National Defense, but we still have to have B-2 bombers because we believe it is a strategic weapon that can symbolically counteract the strengthening of our defense capabilities and the Russian-Chinese invasion of Cardiz.

In the event of China-Russia invasion of Cards, we will fly a fleet of strategic bombers leading the B-2 to the Kuril Islands, the Kamchatka Peninsula, and the West Sea. Now we're going to have to deal with it if it's a fight. The hedgehog strategy I mentioned earlier. It's about threatening the other person. It's no use summoning a Russian-Chinese official.

Two people were killed in November 2015 when Turkey shot down a Russian Su-24 fighter jet that intruded into its airspace. At that time, Russia had economic wealth in Turkey and banned 200,000 Turkish workers from extending labor contracts and hiring new workers in Russia. Turkey, of course, quickly expressed regret over Russia, but Turkey responded by cutting Russian LNG imports by up to 25 percent in response to Russian economic reconstruction measures.

There have been some ups and downs between the two countries, but have Russian fighter jets invaded Turkish airspace since then? Russia is not even close to the air defense identification zone, either because it flinchs in Turkey.

The Middle East countries, Russia and China, can't touch the small Israel because of their enormous military power and the guts to fight it. Turkey and Israel lagged behind our military might. 2019 Global Fire Power (GFP) standard, which ranks seventh in terms of military power in South Korea, ninth in Turkey and 16th in Israel.

By the way, will Russia be easy on our country? Maybe our response is too weak. It's not just an ambassador to the Russian Embassy, but it's an irrelevant call, so it's a constant complacency.
In the future, we should also make military moves in the event of neighboring countries' invasion of the airspace or the Qadiz. Since there are currently no strategic bombers owned by the South Korean Air Force, the U.S. is planning to lobby U.S. President Trump and buy one to three B-2s.

Peace is something that is maintained when there is power. That's how I learned. As the U.S. military umbrella slowly lifts, we must actively and actively respond to neighboring countries' invasion of Cards. We need to strengthen our military power even further. That's why they insist that three B-2 stealth bombers are necessary.
